Windows XP SP2 breaks SQL Server

SQL Server connectivity breaks after installing Windows XP SP2 (Service Pack 2) or Windows 2000 SP4. There are numerous solutions from Microsoft on correcting this issue. None of them worked for me.
The simplest way I’ve found to solve this problem is installing SQL Server 2005 (Express Edition) which is free. This solves the problem temporarily.
